The Chairman of Committee of the State Duma on the financial market Anatoly Aksakov admitted that in the new draft Federal law “On digital of financial assets” can be spelled out the possibility of exchange of cryptocurrency for rubles.
“We assume that in the second reading of the bill, the digital exchange will have the right to buy and sell crypto-currency for rubles and foreign currency. But that’s a topic for discussion,” — said Aksakov.
In addition, according to the parliamentarian, from the title of the bill “On digital of financial assets” can be removed the word “financial”. However, this issue will be discussed further.
We will remind, on March 20 the state Duma was introduced a bill on digital of financial assets which determines bitcoin and tokens as property, but prohibits their use as means of payment. Among other things, the new bill allows the exchange of tokens for rubles or foreign currency through exchange operators digital of financial assets. These may be only brokers, dealers, legal entities engaged in asset management and exchange platform.
