Sources in the Ministry of Finance and the Central Bank of Russia, told “Izvestia” that the agencies intend to establish a register of investors in the cryptocurrency. To control the registry is the Central Bank or the Ministry of Finance. To eliminate the anonymity of crypto-currency wallet of the investor is tied to the passport data and INN, and the identification would be biometrics. Investing in ICO will be available only to certified users.
The Chairman of the Duma Committee on financial market Anatoly Aksakov has explained that identification is necessary to combat money laundering. Experts believe that this system will increase transparency of domestic cryptocurrency sector, although does not allow control of investments on foreign exchanges.
The President of the National rating Agency Victor Chetverikov, commented on the creation of the register:
